Oracle HCM Data Loader (HDL) in the 25C release focuses on refinements to data management,
security, and integration capabilities. While major overhauls from prior releases (like bulk
loading for responsibility templates in 25A) carry forward, 25C introduces targeted
enhancements for better auditing, historical data handling, and security compliance. These
updates build on HDL’s core strengths in bulk data migration, incremental updates, and support
for HCM modules such as Global HR, Payroll, Absence Management, and more.

Key New Features and Enhancements
Enhanced Auditing for Assignment Deletions
When deleting assignments using HDL, the system now records additional information to
provide a clearer audit trail. This includes details on the deletion reason, effective date, and any
associated context (e.g., termination or transfer). This improvement enhances compliance and
traceability, especially for historical data adjustments, reducing the risk of data inconsistencies
in bulk operations. Previously, deletions were processed with minimal logging, which could
complicate audits.
Improved Historical Record Updates via Redwood Integration
HDL now streamlines the updating of historical records (e.g., past assignments, promotions, or
transfers) through the Redwood Workforce Structures pages. This allows for more intuitive bulk
updates directly tied to HDL loads, with better validation for effective dating and overlaps. The
enhancement reduces manual reconciliation efforts and aligns with Redwood’s responsive UI,
making it easier to preview and apply changes post-load.
New Security Privilege for REST Service Access
A new privilege, “Use REST Service – HCM Countries List of Values,” has been added and
automatically granted to the seeded Human Resource Analyst role. This resolves access errors
on Redwood pages when loading country-related data via HDL (e.g., for global worker profiles
or locations). For custom roles, administrators must manually assign this privilege and a
Country Security Profile to ensure seamless localization and error-free bulk loads. This is
particularly useful for international data migrations.
Deprecation of Related REST API
The /allocatedChecklists REST API is deprecated in 25C, impacting integrations that generate
data for HDL loads (e.g., checklist assignments). Oracle recommends transitioning to alternative
endpoints like the checklists or workerChecklists resources, for bulk operations. This change
encourages more robust HDL-native methods for loading checklist data, with no direct impact
on core HDL file processing, but requiring updates to any API-driven workflows.
